Big energy decisions belong in public, in plain language.
Rizer Solutions is a Montana-rooted consulting firm. We help organizations and communities understand energy decisions and show up prepared.

Why Rizer Solutions exists
The decisions that shape the grid, our water, our land and household energy bills are being made right now. They happen in rate cases, commission dockets, legislative committees and county hearings. Those rooms are technical, and the people most affected are often the last to hear what happened in them.
I started Rizer Solutions in 2026 to close that gap. The firm sits between the technical record and the people who need to act on it: boards, funders, local officials, volunteers and neighbors.
About Jeff
I’m Jeff Edmunds, founder and principal of Rizer Solutions. I’m a Montana native and a University of Montana graduate. I got my start in politics in student government there, and I went on to work in Montana politics and public service. In Montana I also served on the Montana Commission on Community Service, led Helena Young Professionals and served on the University of Montana Alumni Association Board of Directors.
I spent five years as a Technical Product Manager at Amazon in the Puget Sound region. That work showed me how large technology companies plan infrastructure and make decisions, so I know what to ask developers and utilities. I left Amazon in 2025 to focus on this work and on being a dad.
I live in the Puget Sound region and work across Montana and the Pacific Northwest.
What I’m working on now
- Energy Fellow, Montana Conservation Voters. I lead data center, energy and Public Service Commission work, including public testimony to the Legislature.
- Executive Director, Not My Bill. A Montana nonprofit working on data center policy, ratepayer protections, water rights and transparency ahead of the 2027 legislative session.
- Yellowstone County. I directed the signature campaign for the county’s data center voter approval initiative.
How I work
- Plain language first. If a finding can’t be explained, people can’t organize around it.
- Local rules, local relationships. Another state’s law can inform the approach. Local priorities shape the work.
- Start with what must change. Every project begins with the decision or the audience it must serve.
- Sourced and open. Research is sourced, assumptions are visible, and conflicts are disclosed.
- Build capacity. Your staff, board and volunteers should be able to carry the work forward without me.
Clear roles
Rizer Solutions does not lobby. My nonprofit and fellowship roles are separate from my consulting work, and I say which role I’m in at the start of every engagement.
